A. It is a structured way for corporate executive teams to
translate their strategy, goals and intentions into action at the front-line.
National LIFTOR is an organized network of Materials Handling
Teams with one purpose: Reduce the risk of serious injury, fatality
and materials damage related to powered industrial trucks, while improving
operator productivity. National LIFTOR Headquarters, through local
Registrars and Master Examiners coordinate the Industrial Site Teams for focus
and oversight reporting to local safety management.
B. National LIFTOR provides a set of

C. Industrial Sites are licensed to use ALL materials and research data
of National LIFTOR
D. Optionally get licensed as a Registrar - appropriate for
large companies, technical schools, industrial associations or labor
unions who certify others.
E. National LIFTOR is the ONLY organization in the US to
have studied lift truck operator safety covering over 4000 operator years. We know what works, and what doesn’t work.
F. At the heart of National LIFTOR is the proven process operators
follow to achieve their certification:
Step 1. Register (Operator) for
the National LIFTOR Certification Process through an industrial site
sponsored National LIFTOR Certified Instructor or Test Examiner (usually
a front-line supervisor).
Step 2. Study & practice the
lift truck operating criteria and learning materials to help prepare for
an on-truck certification test.
Step 3.
Attempt to complete the performance test under the supervision of a
National LIFTOR Certified Test Examiner.
Step 4.
After successfully demonstrating ALL criteria required by the
test,
formally register with National LIFTOR headquarters to receive
credentials attesting to the skills certified.

In the Project Manager's opinion...
It drives the executive teams business strategy
and goals to front-line employees...where the execution happens.
Ever since the beginning in 1985, we have used a systematic
"problem solving" approach to improve the productivity and safe work
practices of industrial truck operators. Among the licensed industrial sites to
which we have transferred our technology,
I continue to see the same dramatic improvements in operator safety to which I
testified during the 1996 OSHA hearing on the new operator training rule (see
Federal Register and US-DOL Hearing Transcripts from DOCKET NO. S-008, 1996.
But, why does the National LIFTOR approach work? In my opinion, it works
because:
- It brings a set of very effective management practices to the
front-line employees. Yes, it targets forklift operators...AND...they
become a model of good corporate strategy execution for all others.
- LIFTOR specifies, in precise behavioral detail, exactly what
operators and their supervisors actually DO on THEIR job to improve
the risk of injury or collateral loss...and how to meet and exceed their goals
- Operators participate in a team process that seeks their
approval to specify "operating rules" that are not already required by a
government body. This makes it easy for operators to act on workplace
rules of their own making. The facilitated meetings are
conducted by an experienced registrar from National LIFTOR.
In the process they carry out the strategy of the corporate executive team with
clearly specified accountabilities, appropriate deliverables, and good working
relationships.
- It requires that operators get on the truck and submit to a rigorous
test that requires them to demonstrate every possible safe maneuver
(up to 50 of them) that would otherwise be the cause of an injury or
product loss. Little time is wasted because there are NO written tests, watching
videos or sitting in a classroom to "talk about" forklift safety.
- It requires that a rigorous on-truck test be administered by someone
who has front-line supervisory authority. This person has the
authority to grant "certified operator" status, and thus sets
the standard for safe operating practices.
- Since every operator is certified, one at a time, by each certified
Instructor/Test Examiner, there is a daily and continuous reminder,
to all people in the immediate department, that safe and productive operating of
industrial trucks is an important value at our company.
- Operators, over time, tend to like the clear and demanding operating
standards that are specified, in writing, ahead of time. Often, for
the first time in their work life, operators are able to rationally
decide how fast to go, or how close to get to pedestrians…because it is
specified in the standards they helped decide, learned, and then demonstrated, to earn
National LIFTOR certification status.
- Operators earn certification status only after they demonstrate both productive
AND safe behavior. Key test items are timed so that operators have to
learn to act both safe and at an appropriate pace.
- Senior management, in authorizing the resources, establishing a
"TEAM" to install and operate National LIFTOR, and through
regular review of results, sends a very
strong signal to everyone that industrial truck "productivity with
safety" is an important workplace value. Nearly everyone at the
industrial site responds accordingly…especially with regular work review
meetings with the senior manager...such as during a monthly staff meeting.
- National LIFTOR Headquarters provides 24/7 HOTLINE resources to
Certified Instructors &Test Examiners and to the Local National LIFTOR Team
Leader (manager). Via telephone, email, and fax, day-to-day problems get
solved and questions get answered…at no extra cost to you.
Additionally, there is a no-extra cost monthly teleconference (work review meeting) to help your industrial site
